Pick Mattocks, or Pick Axes, were issued to several soldiers in a squad. They were designed with a heavy pick head that slipped in to a handle. They were good for breaking up hard ground for shovels to dig. The cover, usually khaki (for earlier war), OD #3 or OD #7, had hooks in which the item could be harnessed on to a belt or a pack.
It appears these are becoming a bit more difficult to find now, especially with their covers intact. They are a unique item to have. We don't recommend getting one over a shovel, but if it's something you can get your hands on, it would be a decent substitute.
